*sigh* Ok. there's no such thing as compleelty mastering everything. You can have 100% of Fire Mastery. Because that would mean you have EVERY fire justu. get what I'm saying. And this goes for Vengance too.....

Nah, he can leave it at 100. It just means he reached his peak and cant get any better at that element. For example his Chakra Pool, it's at 100. Because of that, his chakra capacity wont go any higher than it currently is. 100& = Peak
oh and your speed is supposed to be like D-A, S, X
